PTSA Board Position Descriptions



President/Co-President

The Blackwell PTSA President presides at monthly Board of Directors meetings and general membership meetings held 3-4 times per year and plans meeting agendas. The PTSA President is knowledgeable about basic parliamentary procedure and familiar with PTSA objectives, the Washington State PTSA uniform Bylaws, and the unit and council standing rules. The President is also aware of and uses PTSA resources from council, State PTSA and national PTA. The President delegates responsibility and empowers others by encouraging them and recognizing their efforts. He/She should also attend leadership training and education and encourage other officers, chairpersons, and committee members to attend training classes. The President appoints the audit committee to audit the PTSA financial records. It is also a responsibility of the President to attend monthly Lake Washington PTSA Council meetings. In addition, the President should establish a positive working relationship with her school’s Principal and staff and encourage PTSA members to do the same. The President promotes and encourages the positive image of PTSA within the community.

Executive Vice President

The duties of the Blackwell PTSA Executive Vice President include coordination of volunteers for committee chairpersons. The Executive Vice President also organizes and prepares committee notebooks with Board members’ names, addresses, email addresses, names of committee volunteers and their phone numbers, school and PTSA calendars, and committee responsibilities. Another function of the Executive Vice President is applying for unit awards and coordinating awards for Blackwell PTSA volunteers. In the event the PTSA President is unable to fulfill her responsibilities the Executive Vice President would step in to assist with those duties. The Executive Vice President attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year. Having access to a computer is helpful.

Vice President Curriculum

The Blackwell PTSA Vice President Curriculum works in conjunction with the Principal and the PTSA President to research, plan and schedule assemblies or programs that support and enrich the school curriculum. He/She researches and organizes after school or evening PTSA programs that will enhance the Blackwell curriculum. The Vice President of Curriculum attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Vice President of Ways & Means

The Blackwell PTSA Vice President of Ways & Means recommends to the Board of Directors what fundraisers will be required to satisfy the year’s budget. He/She helps implement and oversee the committees responsible for those fundraisers. Examples of past fundraisers include “Pass The Hat” donation campaign, used book fair, and auction. The Vice President of Ways & Means attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Vice President Communications

The Blackwell PTSA Vice President Communications works with the Principal and office staff to coordinate and maintain efficient and effective communication between school and home. He/She constantly evaluates the system for possible improvements. This vice president oversees the weekly packet (which includes the “Bobcat Beat”), newsletter (“Bobcat Bulletin”), student directory, yearbook and the PTSA website committees. The Vice President Communications attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Secretary

The Blackwell PTSA Secretary takes minutes and records all business transacted at each board and general meeting of the unit. The minutes are prepared for approval at the next meeting. Together with the PTSA President, the Secretary should plan the meeting agenda and inform the President of any unfinished business. At all meetings the Secretary determines if a quorum is present and handles attendance. The Secretary oversees the PTSA paper and office supply needs. At the end of the year, the Secretary should be sure the unit’s records are in order and ready to transfer to the new officers. The Secretary attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Treasurer

The Blackwell PTSA Treasurer carries out the day to day financial business of the PTSA by writing checks, making bank deposits, and filing documents in an accurate and prompt manner. He/She is to serve as chair of the budget committee and present the budget to the membership. The Treasurer should keep accurate and detailed account, in the books and records of the PTSA, of all funds received and all funds disbursed. He/She submits a monthly financial report at each PTSA meeting and is to provide all financial records if requested by members of the Board. Duties include paying membership dues, paying insurance premiums, and filing an annual tax return and charitable solicitations registration in a timely manner. Duties stated in the standing rules include:

  1. Filing the annual registration by November 15,
  2. Filing the annual corporation report,
  3. Filing IRS Form 990, if that filing is required and
  4. Purchasing the Past President’s pin.
The Treasurer sees that the books are submitted to the audit committee, appointed by the president, for a yearly audit. It is recommended that the Treasurer attend the State PTA “PTA and the Law” class and/or the “Money Matters” class. The Treasurer attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Community Liaison

The Blackwell PTSA Community Liaison is responsible for communicating with other school PTA and PTSA organizations in order to share information, activities, and events occurring within the community. He/She shares such information with the Board of Directors and the Blackwell school community. The Community Liaison attends community Tri-Awareness meetings twice per month to set and share goals with business and city representatives. (An example of such might include school safety.) The Community Liaison works with the VP of Curriculum in the area of parent education. The Community Liaison attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.

Legislative Liaison

The Blackwell PTSA Legislative Liaison has responsibility for gathering and communicating issues requiring state or local legislative resolution. The Legislative Liaison attends the State PTSA Annual Legislative Assembly in Ellensburg, WA. He/She stays abreast of current legislative activities and alerts the membership to issues that impact school age children and the need for parental action. Such action might include encouraging members to visit, email, telephone, or write position statement letters to legislators. The Legislative Liaison attends monthly Board of Directors meetings and general membership meetings held 3-4 times per year.
